So, are these doodads spread out evenly (aka, randomly) across the whole spectrum of box droppers, or are they are in the rare hopper and have a greater chance of generating in harder critter boxes?

from the sound of it, some (many?) may be in the UR hopper.

Neither. They have their own type of distribution system. They aren't based on the creature's normal features except:

- Creatures who don't drop boxes don't drop hiepahred either.
- Creatures under level 50 don't drop hiepahred.
- Creatures over a certain level are more likely to drop hiepahred.

do any of the treasure boosters affect their drops?

Typically one will never get more than one hiepahred in a single box. However, it is, in theory, possible under specific conditions.

Do the hiepahred give a set bonus or is it a range?(I.e. 6-10% piercing resistance for the opal)
