Ok, I've been wearing the light grey vailyron patrol vest. I'm looking for leg armor to wear with it. The problem is the vest protects the WAIST and so do all the legs i've seen. Anyone knoe of legs that don't protect the waist?

Ok, I found legs that don't include waist protection. But another question. does the weight of your armor count against your encumbrance?

All weight you carry counts against encumbrance. The weight does not count against hindrance however, which is something altogether different.
