Intro to Vectoring.
A friend wanted me to vector a cover of Catcher in the Rye for her (she has a thing for Holden Caulfield). I went from this...
To...
My vectored version was 5 times this size, but I downsized it to not break the forum frames.
Anyway, all it entails is taking an image in photoshop and using the pen tool to outline whatever you want.

vector art is generally the kind of stuff seen on sites like threadless.com. the big important (tm) thing about it is that it can be resized without any loss of quality, unlike bitmap stuff. under it all, it's all math so it doesn't really have pixels until it's made into a jpg or whatever format you want.
my own half-assed example of vector art i made for an article below. it's half done in this shot, but you get the idea.

The first panel is from the game except the text. The second panel is too except I don't know of a Punch Out where the hero ("Little Mac") was blonde, and the rest of course is faked to look like the game.
