It never said that. And you aren't necessarily finding two stones, it could be 2 units worth of stone. For simplicity, however, a "unit" is just for basic measurement and shouldn't be taken to be any specifically-sized item.

Similiar to Carats for the gem type, or ounces for the herbal type... But one thing I have noticed that bugs me a little, is the non-refinable gems and such when you look at them don't reveal the number of units like the refinable items do.

Shoran Jewels reveal the number of units... but I remember some things not doing it (I think scorchstone). |
