PROVOKE (creature) AT (creature/person)
Much like it sounds, you'll attempt to goad the creature into attacking the victim creature/person. Beware, failure might get them angry and attack you instead.
Edit: 8th level minimum required.

No, although in some cases (dependent on the creature, it makes me think more of pets), it would make sense. Without giving you the abstracts I can tell you that, much like SERENADE, it's a "mind-affecting" power that more or less pits the Performer's natural charisma and persuasive ability against the provokee's mental intuition to goad them into attacking.
