It was put in so that low level players can only gain so much from exceptionally good weapons. Are bonuses factored into the scale?
for instance the rifle +10 to pulse, or an Airaece +10 to bladed
ect..
Edit:not dissatisified at all with the damage being done now at all

At this time only weapons and only in their damage rating aspect. You never outgrow how much you can master a weapon currently, so there is no hard cap.
