shouldn't i be improving quality and not hopping between the worst two?

Removing chunks of sapwood, you start lightening your staff into a quarterstaff.

Off hand I'm not sure how it's set up to work, but if it uses an averaging sort of system and you're getting scores/rolls in that quality range, then that would explain it.
