Just moved the stuff to the bottom of the pouch (end of the list) and it worked fine.. apparently the pouch just looks at the first item, sees it's dry and and thinks, "Hey, I'm done!"

I actually increased the damage modifiers for strength (and perception in the case of fired weapons) yesterday, because looking at the numbers, the benefit was pretty insignificant.
